Kelvin : Tomorrow,  you announce a fake news,"Our hospital will take the hospital's records of all the patients and use them for the medical analysis. ".

Mr. Fong: A fake news?

Kelvin : Yes,.

Mr. Fong: I don't wanna make any fake news. 

Kelvin : Do it. It's an instruction. 

Mr. Fong: Ok.

1) In a private tutorial,  a tutor is close to and have interaction with his students,  therefore, a tutor can easily give instruction to his students. 

2) In a public lecture,  a lecturer is distant from and doesn't have interaction with his students,  therefore,  a lecturer can hardly give instruction to his students.

Bradley : Of course,  You shouldn't only take the hospital's records of John's father only and show it to Mr. Sheung. However, neither should you have any interaction with Mr. Sheung and Mr. Fong. Neither should you get intimate with them.

Kelvin : It's a public lecture.  I didn't get close to them. Nor did I have any interaction with them.

Bradley : Bullshits.  If you don't get close to them, if you don't have any interaction with them,  how can you easily give them any "Instruction" ?
